هرکه دندان دهد نان دهد! اما آقایان فکر می کنند خودشان نان می دهند

اشتعال  زمینه می خواهد.

اگر شغلی مورد نیاز جامعه نباشد، ایجاد کردن آن دور ریختن منابع هست. برای اینکه بدانیم چه شغلی مورد نیاز است، باید به اسناد بالا دستی مراجعه کنیم، در اسناد بالا دستی تعیین شده که: چه پیشرفت هایی باید صورت گیرد و: نیاز این عملکرد به نیروی انسانی هم تعیین شده. باید آن را برآورد کرد و استخدام نمود. اما مشکل در تهیه اسناد بالا دستی است. در تهیه اسناد بالا دستی مانند: برنامه 25 ساله چشم انداز، یا سیاست های کلی نظام، 5ساله توسعه، یکساله بودجه، تقریبا سیاسی برخورد شده است: یعنی نیاز ها بخوبی دیده نشده، و فقط برای اینکه از دید رقیب! کاری شده باشد انجام شده است. خیلی از آنها واقعی نیست، و برخی نیز از واقعیت ها بالاتر هستند. مثلا ما در صنایع دفاعی، حرف اول را می زنیم، به همین دلیل تا کنون هیچ اتفاق ضد امنیتی: قابل ذکری روی نداده است. از زمان انقلاب اسلامی تا کنون، فقط یک جنگ تحمیلی بوده که آنهم، باعث انسجام بیشتر گشته است. زیرا در اثر انقلاب، نیروهای نظامی و انتظامی، بی طرف شده و از هم پاشیده شده بودند! و الا از هر نظر، ایران توان نظامی بالاتری داشت. به همین دلیل براثر نادانی صدام که: دو سه نقطه ایران را برای شروع جنگ، بمباران کرد بلافاصله 140فروند: جنگنده به پرواز در آمده و: نیروی دریایی و هوایی صدام را نابود کردند. تا کنون هم هیچ ارتشی، جرات زور آزمایی هم بخود نداده است. لذا ما قدرت بلامنازع دنیا هستیم. اما برنامه چشم انداز سعی دارد: در 25سال اینده، ایران را فقط در منطقه! قدرت بلامنازع نشان دهد. این مسئله در اشتغال هم موثر است، زیرا کل نیروهای فعال و نخبه جامعه را، بخود جذب می کند و: بیکاری باقی نمی گذارد. این امر به این معنی است که: ما خود را حقیر کردیم در حالیکه توانمند هستیم. در اشتغال هم مجبور می شویم: به امور نظامی اصلا نگاه نکنیم! یا آن را موقتی بدانیم. لذا آمار بیکاری بالا نشان داده می شود. بخش اعظم نیروی فعال جامعه، دوران سربازی را می گذرانند، و این از نظر وزیر کار، بیکاری و حتی بیگاری محسوب می شود! در حالیکه همه پروژه های نظامی، با دست توانای همین سربازان اجرا می شود. مرزبانی و حفاظت از کشور و پادگانها، از نظر اداره کار شغل محسوب نمی شود! در حالیکه بزرگترین مراکز اشتغال در آمریکا، گروهها و شرکت های حفاظتی هستند! در صنایع دیگر هم همینطور است. بالاترین تولید پوشاک و مواد غذایی، از طریق روستاها و شرکت های ثبت نشده! انجام می شود. در ژاپن و دیگر کشورها، زنان در خانه هایشان بیمه می شوند، ولی در ایران آن را غیر قانونی دانسته! و نام بیکاری پنهان را برآن می گذارند. بجای سازماندهی دست فروشان و: بیمه کردن آنها، به مبارزه با آن پرداخته و کسر شان می دانند. دستفروشان در واقع شاگردان یا: توزیع کنندگان خرد برای مغازه دارن هستند. با اجازه آنها در مقابل مغازه شان بساط می کنند. ولی وزارت کار می گوید: اینها کارتن خواب ها هستند، و باید جمع شوند! به همین دلیل آمار بیکاری گاهی، بالاتر از تعداد نیروهای فعال جامعه هم می شود! بنده از خود وزیر کار شنیدم که: می گفت فاجعه بیکاری از این هم بالاتر است. در کشورهای (پیشرفته به قول وزیر کار!) همه میدانند که: تحصیل یک نوع کار است، یعنی کسی که تحصیل می کند، اجازه کار دیگری ندارد، و جزو آمار بیکاران بحساب نمی آیند. لذا آمار بیکاری یک رقمی می شود. ولی در ایران بزرگ ترین فاجعه بیکاری را، همین دانشجویان میدانند! فرهنگ کار در ایران می گوید: هرکه دندان دهد نان دهد! اما آقایان این را افسانه میدانند، و فکر می کنند خودشان نان می دهند! برای همین می بینند کاری از دستشان بر نمی آید، تقصیر را به گردن دیگران می اندازند.
